Today
is 21st April, civil services day, a day to cherish , to mark the contribution
of civil servants who relentlessly do their best to make a better civic life
for all of us...we are too wannabe or some of us already there to impact the
service ethos...thanks to Max weber for theorizing steel frame which is bound
to be in practice for generations to come..yes, ethos, ways of service
deliveries may be changing as our society progresses...once I was ruminating
over why civil servants collectively fail in most of cases? Why work culture is
so in abysmal condition- why are they arrogant, snobbish, supercilious and
frown upon poor citizens? Why is there a case of just passing few exams and one
becoming de facto reluctant custodians of public goods who mostly exploit the
power to grind their own axes? I find a
common denominator in all such cases a lack of sense of ownerships on part of
civil servants as well as citizen, hangover of colonial feeling of being part
of ruling dispensation, lack of fear to be sued by people or leviathan judicial
machineries, disengaged civil society, lack of people aspirations to be
demanding, most of people don't pay tax so lack Moral ground to show tax
nationalism albeit they should have high Morales due to just social contract
they have undergone with state........here there is classic case of tragedy of
commons(public goods), beggars can't be choosers( putting for perspective not to
hurt janta janardan)........yes, now increasing case of alternative development
paradigm is emerging due to increased role of private n global agencies,
technologies, so, in most of cases governments cant be repositories of wisdom,
knowledge to be governed for better lives....so, now when we are to be part of
civil services we need to dwell seriously how can still we be relevant n even
more when still a big number look upon government for most of their
needs.....sardar Patel must have given similar thought on 21-04-1947 while
addressing the first civil servant batch to take command after
independence.....
